Description

We get a lot of spam issues and PRs. I would like to explore using https://github.com/actions/ai-inference to categorise issues as spam or not, and automatically close them.

Expected Output

• A new workflow than runs on issue or PR creation. We should consider having a set of eval with good and bad issue/PR examples to have high confidence before we turn on auto-closing.
• Create issues for potential next steps
