This is a follow up to #11316.

We should now automatically close the suspected issues (as not-planned), and also add the invalid label to them. A comment should also be added to the issue stating the closing reason.

Expected Outcome

Spam issues are automatically labelled ( invalid and suspected-spam Issue is likely a spam ), and closed as not-planned with a comment stating the reason.
