This pull request proposes a change to the CLI's contribution guidelines, allowing external contributors to submit design work. The changes include instructions for contributors wishing to submit design work to progress an issue, adding a new design proposal template, and updating the triage docs with guidance around community submitted design work.
I have also taken the liberty of re-wording some of the existing triage content to provide more clarity in general.
The goal of this change is to allow external contributors to progress issues blocked on design work that the core team is unlikely to take on soon.
