This PR removes a number of placeholder annotations for objects which already have proper annotations.
This includes 3 functions:

charcompat(removed; not a public module)ctypeslibemathfftliblinalgmamatrixlibpolynomialrandomrectestingversionsysandmath(builtin modules in the numpy namespace)
