Backports of #25716 and #25710.
Closes CI: cygwin job is timing out at over 6 hours #25708 by pinning cygwin to 3.9.16-1, which does not time out. Replaces CI: cygwin 3.9.18 stalls in pip install with progress bars #25714. Related to Pin Python 3.9.16 on Cygwin CI gitpython-developers/GitPython#1814.
Apparently applying a mark to a fixture is a no-op and has emitted a deprecation warning on pytest>=7.4. With pytest-8.0 collection is failing. The new version was released just a little while ago. I wonder why we did not see this warning before it became a failure. xref BLD: unpin cibuildwheel [wheel build] #25503
